Salaams bro, that depends on where the seller is based and if he ships internationally or not. Contact the seller on the item page and ask him if he will ship to Saudi Arabia for you and how much the P&P will cost. Some sellers do send overseas, some don't. It's just a matter of finding the ones who do.

eBay is just the site where people sells phones not eBay. If the seller sells worldwide then you can get it in Saudi Arabia. But you will not be able to buy from eBay as you need PayPal to buy from eBay and you don't have eBay in Saudi Arabia. If you need unlocked iPhone, you can mail me or talk with me on Yahoo!

eBay is just a site where individual people or companies sell things. Each one can choose whether they're willing to ship internationally or not. Many people do; I buy things from people in other countries all the time myself.
