Does electonics manufactered in china contain lead paint or is it just in toys?

I am aware of some of the world's regulations against lead paint, but would it still be applied and controlled if I'm purchasing products from websites such as ebay and uxcell

Possible. Especially those unregulated. So that you will have a little confidence, buy only branded products with safety and quality marks like CE and RoHS.
