NO, lots of ships have a teen club for kids 13 to 17 years old.  Persons over the age of 17 can generally go to the regular club but some have a curfew for those under age 21.

No you cannot drink ON SHIP anywhere at the age of 18.  The legal drinking age on all cruise ships is 21 or older and it does not matter whether the ship is in international waters or docked in a port outside the US.

Yes you can get alcoholic beverage service in the Bahamas on land, but not on ship

I was on a Norwegian Cruise this past January and you can drink beer and wine only with permission from your parents if you are 18-20. There were many 18-20yr olds that were drinking under this permission guideline.

These young adults were allowed into the nightclubs and only served beer or wine. Their ship card had a special sticker placed on it that flagged the bartenders to their age/drinking restriction.
