I think so. I assume (I can't verify because I don't read thoughts, but most people are pretty similar) that people think in words most of the time, to make things clear. Of course when you use words you need someone to listen to them, so many people may naturally create an audience to their thoughts, and when they are making a decision will have that audience take on a different viewpoint. They aren't neccesarily arguing with themselves, as they actually have both views, but imagining they were helps to think things through.

Or maybe it's just me and I'm crazy.

Everyone has a conscience that is always deciding between good and evil.    The more you are undecided the more the battle will continue.  When good over evil continues to overcome you will find that this battle will lesson over time.  Your religion should be a great support system for this inner battle.
