  1. I have lived in the northeast for over 50 years and have never had a mouse or rat in my house.  The only way that there could be such a thing is mice can come in where the drain pipes are if the opening is big.  My suggestion would be for those people is to surround the pipe with steel wool.  That would be the end of that problem.  As for rats , the only reason I can see is that they might have a good food supply.  Usually rat infested places are dirty places.

  2. I have no idea. Are these people trustworthy? How do you really know that they keep their house clean? I have lived in the northeast all of my life (23 years) and have not seen one mouse or rat in mine or any of my friends houses.

  3. depends on the condition of the house. obviously, if it is run down and has alot of open access for the mice, they will get in there. New construction nearby could also make mice visible since they are looking to "relocate."

A sealed, clean house should also have no trash on the streets (open garbage cans etc.) so all these are factors.

If it's an apt., just because one apt. is clean, doesn't mean the neighbor doesn't leave open food containers around the place etc. lol

  4. Unless you are from the polar regions, or a few rodent-free islands, you will have mice and rats around you wherever you live.

Folks who say they've got mice in their house, well, they may have a clean house, but the mice are getting in somehow--and that could happen anywhere.
