Does facebook mobile cost any money??

i was considering using facebook mobile but i have a few question...

to use facebook mobile, do you have to pay anything to facebook? or do you have to pay anything on your regular phone bill for use of the internet?

and also i heard that it sends you a million text messages. i have a limit of 250 a month before i have to start paying extra for messages. if i disabled e-mail on my regular facebook account for most applications, then will that mean that text messages are disabled for facebook mobile too?
