You will not be eligible to receive financial aid until you have been accepted into an eligible educational program. Obviously, you can't be accepted until you have paid the application fees.

Some universities waive the application fees for particularly needy students. Check with the admissions department at the UC or Cal State campus that you hope to attend, and ask about their policies for admission fee waiver.
