Does foreign policy go under government or are they different topics?

I have to write an essay about my interest in US government, can i write about foreign polices and foreign relations? or is that off topic?

It's the gov who implements the policy, so it goes under gov.  Of course you can write a mammoth essay about the whole mess.  As it is these days.
