Does government buy back my car ???

I have a Honda accord build 1990.

I heard that there's some program that the government would buy back those old cars to help improve the environment .

I'm living in Oklahoma. How could I know if my car's qualified to be bought back or not ??

And how do i proceed through that.

The government won't wan ur car but u must pay more money for
