when i guy talks to you and then tells you that you are the only girl he can really talk to, what does that mean? is he planning on asking my out?

Either he likes you, he wants a female friend for perspective, or he wants s*x. I'd have to know the guy to tell. Beware that many guys get creative to get what they want. There are sincere guys though. So basically, just be smart and  listen to your intuition.

Are you wanting him to ask you out, or hoping he does NOT?

not really he just finds u easy to approach and to talk to than the other girls and if u are easy to talkto maybe he will talk to u find out things about u and your personality if u continue to be friendly maybe u guys will go far
