  1. If they buy their supplies from a generating or supply company (as the railways in the UK do) then, of course, they will have to pay for it. If, however, they have their own generating stations, they won't pay for the actual electricity used, but will pay for whatever fuels those power  stations, staff etc.


  2. Of course they do. There ain't no such thing as free lunch.

  3. Yes, Indian Railways pay to the State Electricity Boards from whom it buys power at a Bulk rate at various locations across India. The tarriffs for such rates are much higher than the Domestic rate and the State Electricity Boards give Railways top priority in Power Supply.
