Does insurance rate increase if i get a citation for running a red light?

Insurance depends on you overall driving record.  You can generally take defensive driving to lower your rates and it depends on how long you have been with the company.  Policies are reviewed based on risk levels.  Usually your driving record sits until it is needed to be pulled.  Generally at renewal or when you change companies.  Look into taking defensive driving or other driver improvement courses and turn in proof to your insurance carrier, adding homeowner or rental to the current company can decrease rates or reviewing your overall policy coverages. In most cases Increasing you policy deductible can offset the rates for most policies.  Try to stay at  a $1000 or $500 collision and or comprehensive deductible, AND ALWAYS add rental..it usually cost less than $10 and if you have to drive your vehicle and it is your only vehicle it is worth it if you get in an accident.  I usually keep $500 in a separate account in case I am in an accident, I won't have to worry about finding the money for my deductible or for my rental.
