Does insurance rates increase after covering the cost of a baby delivery?

No, it's not like car insurance.  The cost of health insurance goes up every year across the board rather you need it or not.

The insurance we have doesnt. I do not think it works the same as car insurance. Like if you get a ticket or get in an accident it typically does..But not having a baby.

it shouldn't increase just because you have a baby but most people then put their baby on their insurance policy to cover all of their medical needs and that will cause an increase in the cost of coverage.
