no, they're just trying to keep their balance.

It really shouldn't annoy you. I know for a fact that everyone swung their arms on the ice at one point or another. If it really bothers you, go over and nicely help the kid!

No, why should it? They're just trying to keep their balance, and in figure skating its the same, you need your arms for balance...

It is a warning to steer clear of them as they about to make you laugh when they fall

Not really.  It can be a source of entertainment.  I call it "flailing arm disease."  Usually beginning skaters have it when they're trying to keep their balance.  Another symptom of this is the appeared lack of spine - when you see people wiggling like they're made of Jell-o....usually children....when they do not have a lot of core strength.  :)
