  1. Yes it does, like most things in this world. There are free ways to do it, but will they cost you in the long run? We started our website http://www.shareworld.co.uk a few years ago. Using our experiences, good and bad, we have now started a site for website design and promotion (for beginners).

  2. Yes, you need to rent:

    + a domain name (about 10 dollars a year)

    + hosting space for your site (at least a dollar a month)

    In addition, you have to invest a lot of time and patience and work.

If you want a website with your own domain name, then yes you will have to pay.  If you just want a basic website, it won't cost that much.  I go through a company called Go Daddy.  The minimum cost is about $20 to start, and about $5 a month to host it.  Of course there are ways to get a website for free (MySpace, Facebook - etc.), but if you are serious about promoting your business or yourself, it is worth the cost.

    As far as payment goes, you would just pay whoever hosts your domain with a credit card when you finish registering.
