Does it cost for someone from mexico to call me?

My friend is in Cancun and he just called me from his hotel..he said it doesnt charge me... is this true?

It'll charge him, but not you.  The person that makes the call gets charged not the person that receives it, not unless it's a collect call.

Dani is correct, your friend will pay for the call. And if he went through the hotel switchboard, he'll really pay. You should always buy a phone card when in Mexico if you just plan on a couple of calls.  Of course, you then have to find a phone that's in working order.
