  1. Sometimes the cheaper phone companies give you a limited amount of minutes that get used whether you call or get called. If you have one of these plans, it costs the same to get called from in state and out of state, but you do have to pay.

  2. On a regular landline, you will never be charged for an incoming call, whether it's from out of state or even from another country, UNLESS it is a collect call.

You will be aware of any attempt to place a collect call, since when you answer the first thing you will hear is an operator (or a computerized equivalent) telling you "This is a collect call from ______, will you accept the charges?" or words to that effect.

  3. The only way you can be charged is by accepting a collect call from the person calling from Texas.

The person who makes the phone call is the one who is accepting toll charges for calling the number they dialed, not you.
