I looked on the website for the Belgian Poste, but couldn't find any indication that the prices for post cards were any lower than what it would cost to mail a sealed envelope under 50g.

  1. Yes, there are no differences between postcard and letter.

    Cost: 0,75 € regular; 0,90 € air mail

Better use airmail since the regular will take about a month.

  2. Most of the time, a postcard costs less than a letter.  A letter is much more private, and there is a lot more space to write, so, yeah, I would expect it to cost more to mail a letter than a post card, and surface mail will cost less than air mail.

Kind of in the definitions, there...at least the definitions of the stamps.

Just go to the nearest post office, or, if Belgium is like most other European countries, the nearest Tobacco shop, and ask for the appropriate postage.  They should be able to accomodate you.
