If you're trying to change your ssn due to a possible fraud, they do have a fraud dept. Their toll free # 1-800-269-0271.

To get a new SSN, you must visit your local Social Security field office. There is no fee. Look in your local phone book under Federal Government or Social Security Office. If there is only a toll free number call and ask where it is or:

You will need to prove that your number is being used by someone else and that you have tried to resolve the situation without success.

That is unless your in the witness protection program.

first of all yes you can change your ssn if you feel it has been compromised due to identity theft. and yes there is a fee. i am not sure about the amount. you will need to contact the credit bureau.  trans union, equifax or experian.
