Does it cost to receive calls (on a mobile) in the UK from another country?

I'm on Virgin Mobile pay as you go, if my sister rings me from France will it cost me to recieve it because I am in another country?

No, it shouldn't.  Outside the US, typically, only the caller has to pay, not the person receiving the call, even if the caller is outside the country in which the receiving party is located.
