  1. It depends on what you throw NEXT.  You are referring to a "spare" which is calculated using the addition of your next ball.  A "strike" uses the addition of your next 2 balls...  It won't matter if you get a 7, 9 or whatever if you pick up the rest of the pins for a spare.  It will total 10 plus your next ball.  So to answer your question, yes, they both count the same...

  2. If you have an open frame before (no spare or strike), it doesn't matter what the first ball is.  For example, let's say in the first frame, you got a 7-1, and the second frame you got 7-/.  That means that--at this point--you have 18.  If you got a 7-1 and then a 9-/, it's still 18.

BUT say you got 7-/ and then 9-/.  That gives you 19 in the first frame and another ten for the second spare, for a total of 29.  If you got it in the other order (9-/, 7-/), you'd have 17 in the first frame and another ten in the second, for a 27.

The reasoning is that after a spare, one ball counts twice.  After a strike, it's two.

I hope that makes sense.  You can email me if I can help more.
