Does it make a difference to line the top waterline with eyeliner?

I'm wondering why some of the makeup gurus on Youtube line their waterline with eyeliner when it seems to have no effect.. does it make the lashes look fuller or something?

Yes, it appears to give a fuller lash line.  This technique is also called "french lining" or "tight lining."  The effect is very subtle, but definitely enhances the eyes overall without looking heavy with makeup.
