  1. Usually only in the winter (or late fall or early spring) at "higher elevations". Plymouth shows a 30-year average of less than 1 day of snow on the ground at 0900 UTC from November to April.

    From Wikipedia:

    "Cornwall is the southernmost part of Britain, and therefore has a relatively warm and sunny climate. Winters are mild, and frost and snow are uncommon away from the central upland areas."

    I suspect a better answer is only when you don't want it to.
