i was watching an infomercial or whatever about this thing called free and clear where you buy houses for like 1000- and10+ is that real or a scam

It is possible (in some states), to buy houses for pennies on the dollar by paying the back taxes. The course (probably) tells you what states you can do it, and how to do it  The same information you can find at your county courthouse by talking to people.

Keep in mind, even in the states it can be done, there are a lot of hoops to go through, often long waiting periods, and lots of competition.
