  1. The lamination is usually plastic and most plastics have a much lower burning temperautre than plain paper.  

    Plastics can begin to discolor or burn --or to just soften or melt, depending on the type of plastic-- at 200-300 degrees F, whereas plain paper doesn't burn until the temperature of 451 F made famous by the Ray Bradbury book title.
