I believe man does not rule but rather is moving a long a cycle which technology is just part of.  Think of our genetic code as a circle with crawling out of the ocean as the beginning of our genetic evolution and eventually crawling back into that same ocean as the end (or beginning again).  The genetic code is a circle and I believe we have not yet reached the 45 degrees of this 360 that we are on.  It will be interesting to see our species on the way back down to de-evolution.  

So, in answer to your question, does man rule technology?  I'd say NO.

interesting question!

Although at face value man does, it also hides the fact that man becomes reliant on the technology to survive. therefore what goes around comes around. Man is the only entity with consciousness to be able to control the relationship between man and technology at the moment , but whether this will change i don't know.
