  1. Some types can, mental illness is a pretty broad topic, some illnesses have a cummulative effect that can damage the brain (like a high fever for example) but if your referring to something like character defects ( that could be a symptom) than no, in fact there are mental illnesses that are present in highly intellegent people, but because of the character defect that drives the illness (alcoholism), eventually can cause sever mental deteriation, and even death. (hope you get the idea, sort of shotty example)
