Does mexico have coast guards, can i just sail there on a boat and get off when i get there ?

I understand it takes alot of paperwork to eneter Mexico by boat at one of the ports and i can't get all the paperwork in the time i need to go there so what im asking is can i just sail to the mexico shore and get off there? i'm not asking if its legal just asking if its possible ? Are there any coast gaurds who could see me ?

Mexico has a Coast Guard, Navy, Immigration police, Customs Police, Local Police, State Police, Federal Police Narcotics Police, etc. Can you do it? Sure. Will you get caught? Possibly. Will you enjoy it? Not at all. Keep in mind you would be in the country illegally. EVERY cop could roust you.

Yes, there are coast guards, even worst there are drug "cartels" sailing too.
