  1. No, but if you keep practicing, like, open your eyes quickly, then longer, then longer, you will get used to it, and you will eventually be able to hold them open for a long time.  Or you could where goggles.

I forgot but I watched a backstage clip from a show H2o and one of the girl said that she put milk in her eyes to get rid of the sting so you can try it though if you want to be sure, get some milk, put some in your eyes and then put water next test if it works, you dont have to be swimming to test it out, you can do it right now

No, milk in the your eyes will help to get rid of the sting from chlorine after swimming. if you want to keep your eyes open underwater try to not have your eyes open when you put your head into/ out of the water. (keep your eyes closed when at water level) but it should be pretty easy if you only open your eyes once it is under water.
