In NY, the compulsory education age is 6 by December 1.  As she'll turn 6 in February, she doesn't have to go (or be registered as a homeschooler, if you so choose) until next year.

If you call your local public school district (find in the white pages of the phone book) they can tell you the age requirements for starting kindergarten.  It varies from state to state.  In my state, for example, chidren do not have to attend school or be registered homeschoolers until they are seven.  At that point, they go straight into first grade or must be registered homeschoolers.
