Yeah he does.Seems an odd question but it makes sense if you think about it.He'll need to produce his passport just like anybody else if flying in from outside the E.U.Flying within the E.U a valid drivers licence would suffice but some Airlines like Ryanair can be picky so best check beforehand which form of I.D. they prefer..If he comes on the ferry to Northern Ireland from Scotland and takes the bus or train into Eire he wont need any I.D.So for those of you who thought this was a stupid question you were wrong.(tempted to say stupid)

It doesn't matter if you have an Irish passport, or a Polish passport, you a passport  to enter another country, regardless of your nationality.  If you are form the EU (Ireland, Poland, UK, etc).  you go through a the EU Nationals' queue when you arrive in Dublin, Shannon, or Belfast.  If you are non-EU (U.S., Canada, Australia, NZ, etc.) you go to a different queue, the Non-EU Nationals' queue, and get a limited time period visa stamp in your passport (unless you have a stamp already, such as a student visa).

  4. Technically, no Irish citizen needs a passport to enter Ireland. However, he'll need a passport to get on the flight and he'll need to somehow prove he's Irish when he arrives.

    An Irish person who arrives in Ireland without a passport will be detained by GNIB officers until they are satisfied that he is Irish.

    However, if he is traveling from the UK by boat he doesn't need a passport as there are no checks. If he is traveling from the UK by plane, he can use a full drivers license (if he was born in Ireland) instead of a passport.
