I have tried to get members, but no one will join is it because of the way it looks?

Put it on a .com domain such as www.pmdesigns.com and that will definately help :)

The first page is much too long for a forum.  Make the first page just a list of the sub-boards, then put each of those groups you have in as a separate sub-board.  I stopped before I got half-way down the page.  (And I've been using "forums" since they were called Bulletin Boards and 64k was a lot of RAM.  I have nothing against forums, but each "page" should be no more than 2 pages long - 1 page if you can manage it.)

Advertising it (not here, please) would be another way to get people to look at it.  Whether anyone signs up depends on whether the boards are interesting to the audience you reach.
