Does my newborn need a passport to travel outside the country and return?

can she return with the reciept they give you.

she is 1 month old and i had to leave the country 4 days after she was born. My girlfriend applied for it this week and said theres a chance it might be denied because they dont belive im in mexico but i left a notarized letter.

  1. Yes she needs a passport.

Everybody needs a passport.  For children, both parents have to sign or provide written authorization.  Is the letter you left notarized and verifiable?  Did you give them, e.g. your cell phone # or some way to contact you to verify?  Also, if only one parent travels with a child, that parent needs notarized and verifiable written permission to take the child out of the country and into specified county(ies) from the other parent, or a court order of sole custody, or death certificate of the other parent.
