  1. Definitely both.

    During puberty the body changes in order to prepare itself for reproduction; but of course, that implies sexual activity. So there is an age threshold at which you can say that someone is "physically mature" for having s*x.

    But "being ready" also means a state of mind and adequate social circumstances to do so in a non traumatic way.

    So having a body that is "mature" doesn't mean that you are psychologically or socially "ready". This varies according to each culture but always considering biological maturity.

    That is why there are "rites of passage" that help you adapt to your new physical attributes and social status.
