Does no hair mean less s*x?

Question

My friend says he has never shaved before and his face is as smooth like a baby's bottom. I went to the Science Center and it said that increased level of testosterone helps grow hair on you face.

Does this mean my friend has a low s*x drive?

Or is he not growing because he's 'evolving' to the increase temperatures in the environment and has no need for hair?

You can't see evolution occurring. And with the invention of air conditioning people with massive amounts of hair are just as likely to survive as those with none at all.

Some people also don't grow hair on certain parts of the body.

Some guess just don't have that gene.  Like my uncles on my mothers side can only grow patches of hair on their face while my dads brothers all have full beards (well at least can have full beards).  My twin brother can't grow a full beard yet and we're 20, but I can.  It just depends on the genes and when you hit puberty.

No, it just means he hasn't grown facial hair yet.  I didn't really start growing facial hair until I was about 21 or so.  Some guys are just like that.  Depends on genetics.

There are a lot of erroneous assumptions revealed in your question.

First, the increase in testosterone experienced in adolescence starts the growth of hair in places where adults have it, but that hair growth does not begin everywhere at once, and the timing for the appearance of beard and mustache is different for various people.  Some boys with perfectly adequate levels of testosterone don't begin growing a beard until age 20 because that's their body's schedule.

Second, increasing the level of testosterone does not accelerate the appearance of beard hair.  It still appears on its own schedule.

Third, s*x drive is not dependent on level of testosterone alone.  There are many factors, and libido varies independently of testosterone levels

Fourth, individuals don't evolve, species do.  Decreased hair in response to increased environmental temperature would appear as a trend in the population, and then only if decreased hair gave an advantage in conceiving children, or those children surviving to reproductive age.  It would not appear in anticipation of a change in the environment.
