Does one have to wait 5 years to become a Panamanian citizen even if their spouse is Panamanian ?

Even after the citizenship is granted if you divorce the Panamanian you will loose the citizenship to Panama.  We know a US guy who has 10 years of marriage in Panama to a Panamanian with two kids and he is loosing his Panamanian citizenship.  He's attorney can't do a thing about it so they say.
