Does operating wiothout insurance in new york show up if applying for a permit in another state?

am 19 years old but i got a ticket for operating without insurance when i was 17 in new york and i already paid for the ticket but there a $750 civil panalty fee i have to pay in other to apply for a lincence or a lerners permit, and i was wondering if the record would show up if i apply for a permit in another state like texas , because all the dmv has is my name and adress and date of birth i dont care about paying the penalty i just dont wont it on my record it wasnt even my car

  1. When you apply for licensure in any state and have held a license in another, they will check your previous driving record.


  2. Yes, your record needs to be cleared of any outstanding fines before Texas will issue a new DL to you.  They check when you apply.  Once you have the fines paid, then Texas doesn't care whether you ever had a ticket in the past...you will have already satisfied the penalty imposed for it.

    One word of caution:  Texas has a law that once you move to Texas for a permanent residence, you have only 30 days within which to change your drivers license (and car license) to Texas.  If you're here and driving past 30 days, they "can" issue you a ticket.  So, there's an advantage to getting your ticket cleared up before you come to Texas.
