Does our goverment have a program that helps citizens who does not know english?

Countries will always have citizens that do not know how to speak the language of the land. Me for example I'm technically a Japanese citizen because of my father but I don't know any Japanese asides from "wheres the toilet"

So do you think there are government funded organizations that teach language lessons to citizens that don't know how to speak it?

There are adult education programs in many states, which are funded by the school districts.  Most of them offer English classes.

english (with british accent lol) is the business language of the world.
