Yes, paypal will charge you because you use a credit card  in sending money but if you use paypal account in sending money there is no charge to your paypal account ,the receiver then will be having a charge upon receive the money on the account.

If you open a paypal account and recharge your paypal account by using your credit card, no fee will be charge to your credit card.
