Pre ejaculate is cowpers fluid from your cowpers gland. It has no sperm in it... however, it can pick up residual sperm left in your urinary tract from a previous ejaculation... if that ejaculation was recent, then the cowper's fluid could readily contain viable sperm.

Seminal fluid which you ejaculate is a combination of sperm and fluids from your seminal vesicles... your prostate gland and your cowper's gland.
