As much as I'd like to say yes, sadly, not in a lot of jurisdictions.  At lot of areas require only a high school education and a few weeks in a police academy.  Promotions then come from within, so you can get some police captains and even chiefs who literally cannot read and write.

Yep, nothing says Captain better than a PhD in Advanced Basket Weaving.

I would not use the word "REQUIRES"; there are some agencies that will take experience that is equal to education.  But in most cases, a Masters' Degree is Required for most forms of "Administration" in Law Enforcement.
