Does "premium phone numbers" or "pay per call" numbers exists in China? if so, are licences required?

Almost everywhere in the world is possible to have a premium number to charge the duration of a phone call. (e.g. to charge technical support). Is it possible in China? are there any licences required?

I dont think anyone here knows anythign about Chinese phone service. We probably dont even have access to that informatin.
