  1. not at all, if anything, they'd raise the price of gasoline. Basically, tariffs mean imposing higher customs or fines on products of a certain type or from a certain country this makes the imorters have to charge more money to make a profit.  Normally, they are made to support a certain industry in the country imposing the tariffs (like having tariffs on imported lumber helps the domestic lumber industry by being able to sell cheaper than imported lumber) or as an reaction to an event (international).
