In general no.  The energy flux remains constant regardless of the speed of light in a medium.  Furthermore, the energy of a photon is controlled by its frequency, which is invariant as a function of refractive index.  As speed changes, you get fewer or greater numbers of photons passing through a fixed surface area per unit time so the total energy flux is constant.
