No.b/c it is specific to a particular region and not the nation as a whole

Never.  It did not happen in the history.  Moreover it is anti people.  Maharastrians physically beating Biharis and other north Indians on the basis of regionalism is a recent and clear example.  Where as the constitution of india guaranteen right or employment anywhere in india.  So constitutional rights also threatened by regionalism.  No question of bringing up unity.
