No, Santa Monica does not allow dogs to be on the beach... period.

Though they recently passed a resolution to possibly have a pilot dog beach near Dockweiler.

L.A. County does not allow dogs on beaches either.

Yes they do, i go there alot and have seen them around, but just as you said, only if they are their leash.
