It depends on the brand. Ghirardelli semi-sweet chocolate chips don't contain milk. Whole Foods has vegan semi-sweet chocolate chips.

It depends on what brands you buy. The semi-sweet brand of chocolate I buy doesn't contain milk, its totally veg@n. But always check the label really good!!, lol (that part gets me sometimes!)
