  1. no.


  2. the only things that change the price are

    1. the weight of the letter... if it's over the standard stamp size, you'll have to pay more.

    and 2. the priority.  if you rush it anywhere, it will cost more.

  3. You pay the same first class postage on a letter that is going across the street as one that is going across the continent.
