I would install a roof drain. The drain mounts in the low place of the roof - you can connect it with 4" pvc pipe with the pipe running along the garage ceiling. You can either run the pipe out the exterior wall and then connect a downspout to it, or run it down the wall and cut a hole at the bottom of the wall and run an elbow out of the wall.

The roof drain will require cutting a 5-6" hole in the roof. s***w the roof drain body into the roof decking, apply 100% silicone under the roof drain body and then s***w it into the roof decking.

If you want to you can go to the trouble of re-roofing with tapered/built up base, but it is costly.

Put in the roof drain - it will work.

You should re-roof with a tapered insulation, then a rubber adhered system.  Flat roofs always pond in some fashion, but you'll eliminate a lot of ponding
