Does someone have a template for an appointment letter?

Question

I need to prepare a letter to give to the president of the company that basically says...he gives us the authority to shut down a job if conditions dictate the necessity to do so.

You can try microsoft.com templates.  They have loads of letters.  

In the simplest form you can say

Allow this letter to give permission to (name of people giving permission to) to do (what they can do, be specific) when conditions such as (name conditions) for a period of (if applicable-name time period).  

Sign it by permission giver's name and date it.
